If you take a close look at picture 3 it appears that there are welded on tabs on the exterior of the new steel constrution. The exact way Disney builds a mountain structure. Scaffolding can be set up on these tabs while the exterior rock work is done and then cut off once complete. Just an idea...

Actually, the "toothpicks" appear to bolt on. The toothpicks were not on the structural members when they went up, but appeared to me to be bolted on after the fact.

Could very well be. I thought it a little bit strange they'd be using them this close to the ground but they seemed to serve no structural purpose. I'm going to try to get a closer look when I'm at the park tomorrow.
